정 실장은 우선 "일본 경산성 발표를 보면 한일 간 당초 각각 발표하기로 한 일본 측 합의 내용을 아주 의도적으로 왜곡 또는 부풀려서 발표했다"고 지적했다.

그러면서 "이는 한일 간 양해한 내용과 크게 다를 뿐 아니라 이런 내용으로 협의가 됐다면 합의 자체가 이뤄지지 않았을 것"이라고 반박했다.

정 실장은 "경산성에서는 우리 측이 먼저 WTO 절차 중단을 사전에 약속하고 통보해 협의가 시작됐다고 발표했는데 이는 절대 사실이 아니다"라며 "한국 측이 지소미아 종료를 통보한 뒤에 일본이 그제야 우리와 협의하자고 제의를 해온 것"이라고 밝혔다.
