홍콩 선거관리위원회는 이번 선거를 위해 등록한 유권자는 413만 명으로 2015년 369만 명보다 크게 늘었고, 유권자 총 294만여 명이 투표함으로써 최종 투표율도 71.2%로 4년 전 구의원 선거 때의 47.0%보다 훨씬 높았다고 밝혔습니다.
